At all stages introducing the study of environmental protection measures, invaluable treasure of the world – soil and water deserved special attention, and nowadays, can be considered as a center of scientific investigations. 

It is well-known that none of the biosphere components, starting with human and finishing with primitive beings, can exist without soil and water. And such gems of the world are being destroyed by floods, inflows and associated with them such conditions as erosion and debris flow processes.

The global warming observed during the last years intensified the occurrence of floods and inflows, and their intensity depends on the development of such dangerous conditions as erosion, landslide and debris flow.

Frequently, the erosion processes caused by floods can be considered as reasons for desertification of areas, migration of population and other negative ecological and social conditions. Moreover, the fact that such negative natural conditions do not decrease, but have a tendency of distribution on more areas, makes us to think about. 

Taking into account the mentioned above it becomes clear that mankind needs help to use soil and water resources wisely and, at the same time, to provide its timely development. We should not change our invaluable treasures – numerous, generally, unused rivers from friends into our enemies.  Only such kind of approach to the environment will give us appropriate results, which will not cause irreparable damage to the nature, stability of ecosystems, economy and, most of all, to the integral component of nature – a human being.  We shall not forget that just as in the ancient period, a human being can be considered as the king of nature. And we shall think not only about the rational use of environment and its protection, but also about the welfare of humans. We suppose that the symposium held under the aegis of UNESCO and dedicated to floods and modern methods of defense against them will provide the interchange of information concerning the defense and prediction of the above-mentioned problems, processing the different aspects of modern methods and its use worldwide.
